City Council Rules and Communications Committee <br />July 25, 2011 <br />12 <br />Ms. Aulettea reported that the businesses expressed concerns regarding the cost of compliance <br />with the proposed ordinance, and requested a year before the ordinance takes effect. The <br />effective date of the ordinance was originally six months after adoption, and Ms. Auletta noted <br />that the businesses preferred to have a specific date to work with, as well as a one- to two -year <br />grace period. She provided ideas for outreach. <br />Chair Cassidy arrived, and the Committee discussed forwarding the draft ordinance to the full <br />Council, with a specific effective date of November 1, 2012. <br />City Clerk Marian Handa read from the letter submitted by Cheryl Miraglia. Ms. Miraglia <br />stated in her letter that she believed the ordinance was seriously flawed and fundamentally <br />inequitable, and should die in committee. <br />Ms. Auletta noted that the Grocers Association has requested clarification on the definition of <br />"prepared food," and she will work with them to revise the language. Chair Cassidy requested <br />that any changes to the ordinance from the current version be identified. <br />Committee Recommendation The Committee recommended that the City Council schedule <br />the draft ordinance for consideration. <br />1. Review of Draft 2011 City Council District Maps <br />At the June meeting, the Committee requested that two draft district maps be prepared: one that <br />reflected a less than 5% variance from the target population of 14,158, and one with a less than <br />2% variance. <br />Information Services Systems Analyst Michael Hamer described the draft district maps he <br />created, one in which the variance from the target population is within ± 4 %, and one in which <br />the variance is within ± 2 %. He noted that he was able to accomplish the 4% variance by <br />changes only to Districts 1 and 5; however, the 2% variance could only be achieved by making <br />significant changes to several of the district boundaries. <br />The Commmittee discussed the maps, and agreed that they were satisfied with the 4% variance <br />map. <br />Committee Recommendation The Committee recommends that the City Council schedule <br />review and discussion of the two proposed district maps, and indicating its preference for the <br />4% variance map. <br />
