FY 2010-2011 CAPER -4- September 19, 2011 <br />• ECHO Housing provided information, counseling, and/or investigation in fifteen (15) fair <br />housing inquiries or allegations of housing discrimination involving twenty (20) clients. <br />Of this number, ECHO Housing provided counseling and investigative services in twelve <br />(12) cases involving twenty-three (23) clients. With some cases reporting more than one <br />type of discrimination, the allegations accounted for the following: four (4) cases <br />involved disability, three (3) involved familial status (children in the family), five (5) <br />involved race. Below were the outcomes: <br />■ Three (3) cases are pending; <br />■ One (1) case had an "other" disposition; <br />■ Five (5) cases have insufficient evidence; <br />■ One (1) case was mediated by ECHO Housing; and <br />■ Two (2) cases were conciliated by ECHO Housing. <br />• ECHO's fair housing counselors conducted sixteen (16) fair housing training sessions: <br />One (1) session for two (2) landlords and property managers; <br />■ One (1) Fair Housing Seminar for sixty (60) persons; <br />■. Four (4) sessions for fifty-two (52) tenants or potential homebuyers; <br />■ One (l) session for ten (10) realtors; and <br />■ Nine (9) general presentations for seventy-two (72) persons. <br />• ECHO Housing raised awareness in the community about fair housing through fifty- <br />seven (57) public service announcements [sent to 57 radio and television stations] and <br />distribution of 1,260 educational fliers to the public libraries in Alameda County, non- <br />profit agencies, community centers, and local festivals and fairs. <br />• In celebration of April Fair Housing Month, ECHO Housing received a Fair Housing <br />Proclamation from the City of San Leandro in recognition of Fair Housing Month. On <br />March 31, 2011, ECHO Housing held a Fair Housing Seminar for the Rental Housing <br />Owners Association (RHO) which provided training and education to thirty (30) <br />landlords on fair housing law and equal access in housing. Additionally, ECHO Housing <br />held a training session for the Apartment Owner's Association on April 15t" and two (2) <br />fair housing presentations at the Alameda County Veteran's Administration on April 12`x' <br />and 13`x' <br />• ECHO Housing conducted thirteen (13) random and targeted audits to gauge the level of <br />discrimination in the rental housing market. The analysis of these paired audits is <br />designed to measure the level of discrimination based on race. ECHO Housing tested a <br />total of thirteen (13) rental properties, all of which are located in San Leandro. The fair <br />housing staff produced the analyzed data in an audit report in September 2011. <br />Priority: Maintain and improve the current capacity of the housing and shelter system, <br />expanding transitional and permanent supportive housing, and providing services to <br />homeless individuals and families, including integrated health care, employment services <br />and other supportive services. <br />
