Home Consortium Funds -2- September 19, 2011 <br />(FYI 2-14 agreement) <br />inadequacy of each jurisdiction's housing supply, its incidence of poverty, its fiscal distress, and <br />other factors. <br />Communities that do not qualify for an individual allocation under the fonnula can join with one <br />or more neighboring localities in a legally binding consortium whose members' combined <br />allocation would meet the threshold for direct funding. San Leandro joins with seven other cities <br />in Alameda County and the Urban County in the Alameda County HOME Consortium. An <br />agreement between the City and County is required in order for the City to participate. <br />This agreement assigns monitoring oversight to Alameda County HCD for which the City pays <br />up to five percent of its HOME allocation. For example, in FY 2011, the City contributed <br />$16,349 of its total $289,894 HOME allocation to assist with County HCD oversight and <br />administration costs. Of this total allocation amount, San Leandro will use $273,545 in FY <br />2011 -12 to fund projects and $16,349 towards administration costs. <br />The agreement under City Council consideration at the September 19, 2011 meeting will <br />continue the City's participation in the Consortium and provide for the administration of the <br />HOME Program by Alameda County for FY 2012, 2013 and 2014. <br />Current City Council Policy <br />The City of San Leandro is currently a member of the Alameda County HOME Consortium. <br />Previous City Council Action(s) <br />The City Council approved the FY 2009 -2011 Agreement between the City of San Leandro and <br />Alameda County for administration of HOME Consortium funds on April 21, 2008. <br />City Council Committee Review and Action <br />No Committee review is applicable. <br />Applicable General Plan Policy <br />Chapter 3, Goal 3: New Housing Opportunities - Provide housing opportunities and improve <br />economic access to housing for all segments of the community. <br />Permits and /or Variances Granted <br />Not Applicable. <br />Environmental Review <br />No environmental review is required. <br />Code Compliance Review <br />There are no Code Compliance issues. <br />Board /Commission Findings <br />Not Applicable. <br />
