Annual Sidewalk Program 2011 -12 <br />Award of Contract 2 September 19, 2011 <br />year. These ramps are installed typically at resident requested locations and eventually at all <br />intersections throughout the City. The City pays the entire cost for the installation of ramps, the <br />repair of sidewalks along the frontage of City facilities, and the sidewalk within a curb return. <br />Analysis <br />A total of five (5) bids were received on August 17, 2011. The bids ranged from $271,140.00 to <br />$365,200.00, with JJR Construction, Inc. submitting the lowest bid in the amount of <br />$271,140.00. The engineer's estimate for construction was $400,000.00. <br />A bid protest was received on August 23, 2011 from the second lowest bidder alleging that the <br />low bidder failed to list a subcontractor for saw cutting work and asserting that this omission <br />rendered the low bid unresponsive. The low bidder has informed us that saw cutting will be <br />done by his own employees; therefore staff have found the low bid to be responsive and in <br />compliance with the Public Contract Code and thus, staff have concluded that the protest is <br />without merit. <br />The exact quantity of work to be done will be determined by the extent of damaged sidewalk that <br />is reported. Staff estimates that this contract will repair 1,600 linear feet of curb and gutter, <br />5,000 square feet of sidewalk, and install 7,400 square feet of wheelchair ramps along with <br />minor quantities of driveway approaches and other related work. These quantities represent <br />sidewalk, curb and gutter repair at approximately 60 properties and the installation of <br />approximately 74 ADA wheelchair ramps. <br />Previous City Council Action(s) <br />On July 18, 2011, by Resolution No. 2011 -146, City Council approved the plans and <br />specifications and called for bids for the subject project. <br />Applicable General Plan Policy <br />Policy 14.07 — Pedestrian Environment — Strive to achieve a more comfortable environment for <br />pedestrians in all areas of San Leandro. <br />Environmental Review <br />This project is categorically exempt per CEQA Section 15301 (C). <br />Fiscal Impact <br />The total project cost is $442,726 and is funded by Measure B Streets & Roads and Bicycle & <br />Pedestrian funds. The construction portion is estimated at $300,000. Program and construction <br />management and inspection of the work is estimated at $142,726. <br />
