City Manag <br />Luke Sims, Community Development Direct rim <br />BY: Marian Handa, City Clerk�' �` f'' <br />Tom Liao, Planning and Housing Manager <br />SUBJECT PROJECT /PROJECT DESCRIPTION: <br />MATTER OF REVIEW AND DISCUSSION REGARDING DRAFT CITY COUNCIL <br />DISTRICT MAPS <br />SUMMARY AND RECOMMENDATION <br />On July 25, 2011, the City Council Rules and Communications Committee reviewed and <br />commented on two draft Council District maps. The Committee recommends that the Council <br />review and comment on the draft maps, and approve one of the draft maps for presentation at <br />two upcoming community meetings in October. <br />BACKGROUND <br />The City Council Rules and Communications Committee, at its June 23, 2011 meeting, requested <br />that staff prepare two draft Council district maps based on the average, or target population of <br />14,158: one map in which the population for each district was within a 5% variance from the <br />target population, and one in which the population was within 2 -3% of the target population. <br />At its meeting on July 18, 2011, the City Council reviewed and approved the criteria and <br />timeline for the creation and approval of new Council districts. <br />Based on the Committee's direction, and the Council- approved criteria, staff created two maps: <br />one in which the variance from the target population is within ±4 %, and one in which the <br />variance is within ±2 %. The 4% variance was accomplished by changes only to Districts 1 and <br />5, while the 2% variance could only be achieved by making significant changes to several of the <br />district boundaries. <br />On July 25, the Rules and Communications Committee reviewed both maps, and recommended <br />forwarding them to the City Council for review and input, while expressing preference for the <br />4% variance map, as it required only minimal changes to the existing districts. <br />
