A. APPROVE: Minutes of the Meeting of September 6, 2011. Approved as <br />submitted. <br />B. Reports on City Council Committees. <br />1. ACCEPT: Finance Committee Meeting of September 9, 2011. Accepted as <br />submitted. <br />a. COMMITTEE RECOMMENDATION: Authorization of the issuance of <br />pension obligation bonds, filing of a validation actions to refund the side <br />fund obligations of the City to the California Public Employees' <br />Retirement System (CaIPERS), and designation of financial advisor, <br />underwriter, and bond counsel for pension obligation bond financing <br />(listed as Consent Calendar Items 8.D. and 8.E.). <br />The City Council approved this recommendation. <br />b. COMMITTEE RECOMMENDATION: Approval of 2010 -11 year -end <br />budget review and resolution approving recommended budget <br />amendment adjustments (listed as Consent Calendar Item 8.F.). <br />The City Council approved this recommendation. <br />C. Matter of Airport Noise Insulation Program. <br />1. Resolution No. 2011 -162 Resolution Approving Amendment No. 2 to <br />Contractual Services Agreement Between the City of San Leandro and C. <br />Kell -Smith & Associates Related to the Airport Noise Insulation Program in <br />San Leandro (extends term to December 21, 2017 for administration of the <br />subject program). <br />2. Resolution No. 2011 -163 Resolution Approving Amendment No. 1 to the <br />Agreement with G. E. Chen Construction, Inc. to Include Phase 2 and Phase <br />3 of the City's Residential Noise Insulation Program, Project No. SL -0403 <br />(authorizes $2,403,991 in change order to provide soundproofing of 73 homes <br />in Phase 2 and 46 homes in Phase 3). <br />3. Resolution No. 2011 -164 Resolution Authorizing City Manager, or Designee, <br />to Expend Funds Through Change Orders in the Amount Not to Exceed <br />$475,538 for Costs Related to the Airport Noise Insulation Program (provides <br />for possible change orders related to increased costs due to changes in <br />original plans and specifications, as well as federal regulations in hazmat <br />sampling and abatement). <br />4. Resolution No. 2011 -165 Resolution Authorizing the Appropriation of Funds <br />from the Port of Oakland to the City of San Leandro in the Amount of <br />$5,054,071 Related to the Residential Airport Noise Insulation Program <br />(provides funding for the remainder of the Airport Noise Insulation Program). <br />D. Resolution No. 2011 -166 Resolution Authorizing the Issuance of Pension <br />Obligation Bonds and the Filing of a Validation Action to Refund the Outstanding <br />Side Fund Obligations of the City to the California Public Employees' Retirement <br />
