Community Development Director Sims introduced the item explaining that the City Council <br />had directed staff take a closer look at how the Zoning Code regulates urban farming. Since <br />that time staff has completed preliminary research into how both the Zoning Code and <br />Municipal Code deal with urban farming as well as the "best practices" established by other <br />cities. Planning Manager Liao explained to the Committee that the Zoning Code only allows <br />limited animal husbandry and horticulture in the RO District (Mulford Gardens neighborhood). <br />Liao explained that in all other zoning districts animal husbandry and horticulture including the <br />keeping of bees or chickens and the sale of fruits and vegetables is prohibited. Liao then <br />explained that both San Francisco and Oakland recently passed ordinances regarding this <br />issue with San Francisco allowing urban horticulture but no animal husbandry, and Oakland <br />allowing both with a conditional use permit. <br />Recommendation: The Committee recommended that no changes to the City's existing <br />policies regarding urban farming be made. <br />2. Update on Proposed Zoning Code Amendments Related to Entertainment, <br />Commercial Recreation and Assembly Uses <br />Community Development Director Sims explained to the Committee that the Planning <br />Department is working on cleaning up the Zoning Code language regarding entertainment and <br />assembly uses in industrial zones in order to make these regulations more consistent <br />throughout the City. <br />Recommendation: The Committee recommended that staff move forward with the <br />proposed Zoning Code amendments. <br />3. Update on San Leandro Dark Fiber License Agreement <br />Business Development Manager Battenberg introduced the item explaining that the City of San <br />Leandro has been working with OSlsoft, a local software company, to license an 11 -mile loop <br />of City conduit for the purpose of installing fiber optic cable. The loop will provide extremely <br />high -speed data communications for OSlsoft as well as other businesses that opt to tie in to <br />the system. Thus, the system has the potential to serve as a business development tool, <br />positioning San Leandro to attract and retain companies that rely on high -speed internet <br />connectivity. <br />Development Analyst Kay informed the Committee that SL Dark Fiber LLC (OSlsoft) and the <br />City are currently in negotiations for the use of City conduit to install the fiber optic loop. <br />Although most terms of this Lit San Leandro License Agreement have been agreed upon, the <br />Agreement has not been executed and future changes and revisions are still possible. Kay <br />then highlighted the deal points of the agreement (see attached). <br />4. Update on Development Projects <br />a. Village Marketplace: Business Development Manager Battenberg informed the <br />Committee that preliminary design concepts are complete for the Village <br />Marketplace. The designs envision a high - quality, Mediterranean -style <br />neighborhood retail center of roughly 28,000 square feet, anchored by a specialty <br />grocery store. The City is working with developer Innisfree Ventures II on the <br />project. Negotiations with tenants are still in progress, however, the developer has <br />received letters of intent from grocer Fresh & Easy Neighborhood Market and <br />
