Keith Cooke gave a PowerPoint presentation regarding Washington / Fargo <br />Intersection Traffic. He explained the lane configuration changes that were made at <br />the intersection in order to improve traffic and stated that the configuration optimizes <br />the traffic flow in the best possible way. <br />Discussion ensued. Staff responded to questions from the Committee. <br />Councilmember Starosciak stated that there are going to be traffic issues due to the <br />high schools in the area of the intersection and cars trying to get to the freeway. She <br />explained that looking at the start times for the schools and encouraging staggered <br />times may help with traffic issues. Councilmember Souza stated that looking into <br />improvements on Lewelling may encourage drivers to use that as an alternate route. <br />2. Discussion Regarding BART Downtown Pedestrian Interface Project <br />Ken Joseph gave a presentation regarding the BART Downtown Pedestrian Interface <br />project. He showed examples of street lights, fixtures, tree options, and gateway <br />monument markers for the project. He explained that the project reduces San <br />Leandro Boulevard from three lanes in both directions near the BART station to two <br />lanes in both directions. The project emphasizes pedestrians, sidewalk lighting and <br />beautification in the project area. Ken stated that staff is looking for guidance on light <br />fixtures and tree selections. <br />Discussion ensued. Councilmember Starosciak stated that the photo simulation is <br />beautiful and she likes the gateway concept. Councilmembers Souza and Starosciak <br />both stated that they like tying the lights to the downtown, and are in favor of using the <br />palm trees like those used on MacArthur. Councilmember Starosciak stated that she <br />trusts the opinion of Public Works on which trees are best for the project. Ken stated <br />that the project will be presented to the public at the Farmer's Market on September <br />28th. Councilmember Starosciak suggested taking the presentation to the Village <br />Marketplace, as well, and get more feedback. <br />3. Discussion Regarding 1-880 HOV Aesthetics <br />Keith Cooke gave a PowerPoint presentation regarding 1-880 HOV Aesthetics. He <br />explained that the project starts on 1-880 at Hegenberger Road and goes just south of <br />Marina Boulevard. He presented the alternatives for the designs on the overcrossings <br />at Marina Boulevard and at Davis Street. Alternatives for Marina Boulevard include <br />butterfly themes representing Monarch Bay. Alternatives for Davis Street include <br />cherry themes representing entry into San Leandro. <br />Discussion ensued. Councilmember Souza asked what the retaining walls could look <br />like. Keith stated that the wall at Marina could have a butterfly theme, and the wall at <br />Davis could have a cherry theme. Councilmember Starosciak stated that she likes the <br />red and blue theme at the Davis Street overcrossing. She likes the green and yellow <br />at the Marina Boulevard overcrossing because of the tie to Pacific High School's <br />colors and thinks it would mean a lot to the alumni. Councilmember Souza stated that <br />she doesn't care for the lines on the panels, but does like the butterflies and cherries. <br />Keith stated that staff will be at the Farmer's Market on September 28th to get public <br />input and at the Town Hall Meeting for Districts 5 and 6 on October 6th <br />4.
