File Number: 11 -245 <br />million for the subject project. <br />The City is required to submit a Resolution of Local Support by October 18, 2011 to receive <br />Program funding and ensure inclusion of the project in the Transportation Improvement <br />Program (TIP). <br />Analysis <br />The MTC requires project applicants to indicate that they will comply with the procedures for <br />the "Timely Use of Funds Provisions and Deadlines" (MTC Resolution No. 4028) and submit <br />a project application that describes the project, purpose, schedule and budget for the <br />project. The MTC requests these items to ensure that applicants are capable of completing <br />the projects, thereby reducing the risk of the region losing the funding. The City has <br />completed several projects that meet these or similar requirements and has the capability to <br />meet the MTC requirements for the subject project. <br />This grant will provide additional funding for the improvement of the intersection at East 14th <br />Street, Hesperian Boulevard, and 150th Avenue. This project was approved in the Measure <br />B '/2 Cent Reauthorization of 2000. The project is intended to improve vehicular movements <br />and pedestrian safety at the intersection by: 1) installing an additional left -turn lane on <br />southbound East 14th Street to 150th Avenue; 2) installing an additional left -turn lane on <br />northbound Hesperian Boulevard to East 14th Street; and 3) modifying the traffic signal to <br />accommodate these improvements. In addition, all curb ramps that are not in current <br />compliance with Americans with Disabilities Act (ADA) standards will be brought into <br />compliance. <br />Current Agency Policies <br />This action is consistent with Streets and Highway Goal No. 16 of the General Plan and <br />Action Item 16.03 -A: Funding for Maintenance. <br />Code Compliance Review <br />A Negative Declaration was previously prepared for this project and referenced as State <br />Clearinghouse Number SCH 2005102131. <br />Fiscal Impact <br />The grant fund is estimated at $1 million and does not require a local match. <br />Budget Authority <br />The Budget Office has confirmed that this is a new grant opportunity for the City and was not <br />available at the time the budget was prepared.
