File Number: 11 -027 <br />Analysis <br />Project construction is complete. <br />Previous Actions <br />• On June 1, 2009, by Resolution No. 2009 -070, the City Council allocated $50,000 of <br />Park Development Fees for the construction of the Dog Walking Park as part of the 2009 <br />-2010 budget <br />• On June 7, 2010, by Resolution 2010 -060, the City Council allocated an additional <br />$312,000 of Park Development Fees for the construction of the Dog Walking Park as part <br />of the 2010 -2011 budget <br />• On March 21, 2011, by Resolution 2011 -064, the City Council approved the plans and <br />specifications and called for bids <br />• On May 2, 2011, by Resolution 2011 -086 the City Council awarded a construction <br />contract to Blossom Valley Construction <br />Committee Review and Actions <br />• The project was presented to the Recreation and Parks Commission, the Council <br />Facilities and Transportation Committee and the Four Paws Society <br />• January 2011 and February 2011, project designs were presented to the Council <br />Facilities and Transportation Committee <br />• January 2009, a Conceptual Dog Park Plan was presented to the Facilities and <br />Transportation Committee <br />Applicable General Plan Policies <br />The project complies with General Plan Goal 22.03 regarding the Development of New <br />Parks. The project provides recreational opportunities to a user group (dog owners) that was <br />underserved by our parks and recreational facilities, none which had off -leash areas for <br />dogs. <br />Permits and/or Variances Granted <br />An amendment to the existing Bay Trail permit with the BCDC was obtained to allow for the <br />construction of the park. <br />Environmental Review <br />A CEQA Negative Declaration for this project was filed with Alameda County on July 23, <br />2010. <br />Code Compliance Review <br />Work complied with all applicable building codes. The pre- fabricated shade structure <br />manufacturer obtained a City building permit. <br />Board /Commission Review and Actions <br />December 2009, the Recreation and Park Commission (RAPC) submitted <br />recommendations to the City Council to use part of the Measure WW funds and Park <br />Development Fee (PDF) funds to fund the dog park project <br />September 2009, City Council directed RAPC to determine the best use of WW and PDF <br />funds by including public input <br />City of San Leandro Page 2 Printed on 11/1/2011 <br />
