IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 2011 -195 <br /> RESOLUTION ADDING TITLE 8, CHAPTER 12 TO THE SAN LEANDRO <br /> ADMINISTRATIVE CODE, ESTABLISHING GUIDELINES FOR THE BICYCLE RACK <br /> PROGRAM <br /> WHEREAS, the City Council has created a Bicycle Rack Program to promote bicycle <br /> riding in San Leandro; and <br /> WHEREAS, it is necessary to establish guidelines for the establishment of the Bicycle <br /> Rack Program. <br /> NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br /> follows: <br /> 1. Title 8, Chapter 12 Bicycle Rack Program is added to the San Leandro <br /> Administrative Code to read as follows: <br /> 8.12.100 GENERAL. The Bicycle Rack Program is designated to address bicycle parking <br /> in the City-owned right -of -way throughout the city. The City receives numerous requests for <br /> bicycle racks. Therefore, this Program is in place to provide minimum criteria that must be met <br /> for a location to be considered for bicycle racks and also establishes guidelines for a Bicycle <br /> Rack Permit Program for bicycle racks that are installed by private property owners in the City - <br /> owned right -of -way. <br /> $8.12.105 DEFINITIONS. <br /> (a) Bicycle Rack. Street furniture used for bicycle parking that will support one or more <br /> bicycles and enable the user to lock the frame and wheels of the bicycle to prevent theft. <br /> $8.12.110 INITIATION PROCESS. Requesting the installation of bicycle racks within the <br /> City -owned right -of -way and not on private properties may be initiated by City staff, property <br /> owners and residents. Requests are on a first -come, first -served basis. <br /> $8.12.115 DESIGN AND PLAN CRITERIA. Bicycle racks shall be installed in the City - <br /> owned right -of -way based on following criteria: <br /> (a) Minimum sidewalk width shall be 10 feet <br /> (b) Minimum clearance to the face of curb shall be 3.5 feet <br /> (c) Bicycle racks shall be at least 4 feet from trees, meters, benches, and other street furniture <br /> (d) Bicycle racks shall be located within 50 feet of a main entrance <br /> (e) An aisle at least 5 feet wide behind all bicycle racks shall be maintained <br /> (f) Bicycle racks shall have a stable frame <br />
