In order to eliminate the City's liability for this easement and the pump station, <br />the district staff has requested that the City transfer the easement and the property title to <br />the District. <br />Committee Review and Actions <br />At its meeting on October 11, 2011, the Facilities and Transportation Committee <br />recommended that the Council authorize the transfer of these property rights to the District. <br />Environmental Review <br />CEQA does not apply to the sale or transfer of property belonging to the City. There is no <br />contingent or associated project resulting from the transfer of this property. <br />Applicable General Plan Policies <br />Pursuant to California Government Code Section 65402(a), at its meeting on November 17, <br />2011, the Planning Commission determined that the transfer of the property conforms with <br />the City's General Plan. <br />Fiscal Impact <br />There is no direct fiscal impact unless the City took over the facility from the County.
