City of San Leandro <br />Meeting Date: January 9, 2012 <br />Staff Report <br />File Number: 12 -014 Agenda Section: BUSINESS ITEMS <br />Agenda Number: 2.A. <br />TO: City Council <br />FROM: Lianne Marshall <br />Interim City Manager /Executive Director <br />BY: Luke Sims <br />Community Development Director <br />FINANCE REVIEW: Not Applicable <br />TITLE: Staff Report for Resolution Electing to Have the City of San Leandro Serve as <br />the Successor Agency to the Redevelopment Agency of the City of San <br />Leandro and Electing to Have the City of San Leandro Retain the Housing <br />Assets and Functions Previously Performed by the Redevelopment Agency of <br />the City of San Leandro <br />Staff Report for Resolution Electing to Have the City of San Leandro Serve as the Successor <br />Agency to the Redevelopment Agency of the City of San Leandro and Electing to Have the <br />City of San Leandro Retain the Housing Assets and Functions Previously Performed by the <br />Redevelopment Agency of the City of San Leandro <br />RECOMMENDATIONS <br />Staff recommends that the City Council adopt a resolution electing to have the City of San <br />Leandro serve as the Successor Agency to the Redevelopment Agency of the City of San <br />Leandro and electing to have the City of San Leandro retain the housing assets and <br />functions previously performed by the Redevelopment Agency of the City of San Leandro. <br />BACKGROUND <br />On December 29, 2011 the California Supreme Court upheld ABX1 26, which dissolves all of <br />the redevelopment agencies in California, and struck down ABX1 27, which allowed <br />redevelopment agencies to remain in existence if they opted in to the "Voluntary Alternative <br />Redevelopment Program" (VARP "). <br />Now that the VARP program has been stricken by the Court, the City has the option of <br />serving as the Successor Agency to the Redevelopment Agency. All of the assets, <br />properties, contracts, leases and records of the Redevelopment Agency are to be <br />transferred to the Successor Agency. Subject to monitoring by, and in some cases the <br />approval of, an Oversight Board, the Successor Agency is responsible for the winding up of <br />the Agency's obligations and affairs.
