No application for amendment of the application or Conditions of' Approval may be submitted or accepted for processing by the city unless (i) there is full compliance with all terms of the application and Conditions of Approval; or (ii) the Community Development Director can waive compliance with the terms of the application if they are minor in content. C. Construction of the project shall remain in substantial compliance with the approved exhibits and plans. Any change to the project design, materials or colors shall be subject to the review and approval of the Community Development Director who may administratively approve minor changes, or for more substantial changes, require review by the Planning Commission and City Council as a modification to the Planned Development. D. No commercial weekday childcare or private school activities will occur. E. The church will not utilize the new fellowship hall to generate revenue by renting it out to outside non - members as a convention hall special events center, or other purposes. 111. ADDITIONAL PLAN SU13MITTALS A. Prior to approval of building permits, the developer shall submit final landscape and irrigation plans for the review and approval of the Community Development Director. The plans shall include such details as, 1) tree size, species and location; 2) shrubs and groundcovers; 3) installation specifications; 4) irrigation details; 5) water conservation techniques; and 6) maintenance programs. To reduce on -site water consumption and reduce the energy required for the pumping and distribution of water, drought- resistant native species shall be used for site landscaping where possible. The locations, species and sizes shall also be subject to the review and approval of the Community Development Director. IV. FIRE I)EPAR REQUIREMEtN'I'S A. Prior to issuance of Certificate of Occupancy, the project shall comply with all the applicable Building and Fire Codes. Prior to issuance of building permits, final site plans and building plans shall be submitted to the City Building Services Division and Fire Department for review and approval by the fire department. B. The minimum emergency vehicle access road width (without any parking) is 20 feet wide and 26 feet wide where fire hydrants are installed for a minimum of 10 feet on each side of the fire hydrant. Red curbs or signs are required wherever parking would block access. C. Provide fire hydrants and fire flow for the site in accordance with CFC appendix B and appendix C. Provide information on the available fire flow for the site. The fire flow information is available from EBMUD. D.
