MANAGEMENT'S DISCUSSION AND ANALYSIS <br />Using Commercial Rehabilitation Program funds, the Agency assisted with <br />improvements to the DC Dance Center on Washington Avenue and Mike's Pet and Feed <br />on East 14 Street. The DC Dance project involved new window graphics, paint, lighting, <br />signage and landscaping. The Mike's Pet and Feed project involved new paint and <br />signage. <br />g The Agency worked with Pallen's Martial Arts to develop design plans for a facade <br />improvement project at their new location on East 14` Street. Depending on the outcome <br />of the ongoing lawsuit regarding the state of redevelopment in California, the Agency <br />hopes to use Commercial Rehabilitation Program funds to assist in implementation of the <br />project. <br />• Staff worked with representatives from Chase Bank to coordinate the demolition of the <br />long blighted First Interstate Bank building, which is adjacent to the Chase branch oil <br />East 14 Street. Once cleared, the site will include additional parking for Chase, a new <br />vehicular entrance on East 14 Street, and new landscaping. The project will also <br />facilitate improved access for Chase customers on days when the Farmers' Market is <br />active on Parrott Street. <br />• Work was completed on streetscape and median improvement project on East 14 Street <br />between 136 Avenue and 143` Avenue. The project involved the construction of new <br />medians and the installation of new trees and landscaping. Funding was provided <br />primarily through a Federal grant, although a small Agency match was also provided. <br />• The seasonal Downtown Farmers' Market continued to draw crowds with the average <br />weekly patronage averaging 2,500 per week, an increase from the previous year. The <br />market was reconfigured this year to occupy Parrott Street to East 14th Street, adding <br />space to accommodate over 40 vendor stalls. <br />West San Leandro/MacArthur Boulevard Project Area <br />Financial Overview: Tax increment revenue in the West San Leandro /MacArthur <br />Boulevard Project Area was $3.4 million in fiscal year 2010 -11, up 3.2% from the <br />previous fiscal year. Expenditures for the Project Area for 2010 -11 were $2.4 million. <br />$5.2 million of the Agency's total long -term obligation is attributable to the outstanding <br />principal on the 2004 Tax Allocation Bonds issued for capital improvements in the West <br />San Leandro /MacArthur Boulevard Area. The bond finds have been fully expended. <br />Agency staff continued to provide assistance with the development of the Kaiser <br />Permanente Medical Center on the 63 -acre former Albertson's distribution site at Marina <br />Boulevard and I -880. The first phase of construction will consist of a 264 -bed state -of- <br />the -art hospital and a 275,000 square -foot hospital support building and will provide over <br />2,300 jobs. <br />
