Cooke, Principal Engineer <br />Engineering and Transportation Department <br />SUBJECT: Alameda CTC — Master Programs Funding Agreement <br />SUMMARY AND RECOMMENDATION <br />It is requested that the Facilities and Transportation Committee preview the Master Programs <br />Funding Agreement and Implementation Guidelines. These are the contract documents for the <br />distribution of funds from the current Measure B Pass -Through Programs and. the new Vehicle <br />Registration Fee (VRF). <br />The information is provided for information only and will be on the March 14, 2012 Facilities <br />and Transportation Committee Agenda for discussion. <br />BACKGROUND AND DISCUSSION <br />The current Measure B funds were approved by voters in November 2000, with collection of the <br />sales tax commencing April 1, 2002. The City entered into a 10 -year Master Program Funding <br />Agreement with ACTIA in March 2002. This agreement will expire soon and will be replaced <br />by a new agreement. <br />The Alameda County Transportation Commission prepared the new Master Programs Funding <br />Agreement (MPFA) for the administration of both the Measure B Programmatic Pass -Through <br />funds and the new VRF funds. The City Council will be asked to act on the MPFA at its March <br />5, 2012 meeting. Staff will bring the MPFA before the Facilities and Transportation Committee <br />on March 14, 2012 for preview and clarification, if needed. <br />In addition to providing the opportunity to integrate the funding requirements of both Measure B <br />and VRF, the MPFA includes new policies for monitoring and reporting. These policies are <br />included in the Implementation Guidelines, which, along with the MPFA, is attached to this <br />memo. <br />
