Staff Report <br />File Number: 12 -043 Agenda Section: CONSENT CALENDAR <br />Agenda Number: 8.1. <br />TO: City Council <br />FROM: Chris Zapata <br />City Manager <br />BY: Uchenna Udemezue <br />Engineering & Transportation Director <br />FINANCE REVIEW: James O'Leary <br />Interim Finance Director <br />TITLE: Staff Report for the Elimination of the Left -Turn Restrictions from Washington <br />Avenue onto Monterey Boulevard and Anza Way When the Traffic Signal <br />Upgrade Project Is Implemented at the Washington Avenue and Monterey <br />Boulevard Intersection <br />RECOMMENDATIONS <br />Provides for the elimination of the left -turn restrictions from northbound Washington Avenue <br />onto Monterey Boulevard and Anza Way by adoption of an ordinance amending the City's <br />Traffic Code, as authorized by Chapter 6 -1110 of the City of San Leandro Municipal Code. <br />Staff recommends that the City Council adopt the proposed ordinance to amend the City <br />Traffic Code to eliminate left -turn restrictions from northbound Washington Avenue onto <br />Monterey Boulevard and onto Anza Way when the traffic signal upgrade project is <br />implemented at the Washington Avenue and Monterey Boulevard intersection. <br />BACKGROUND <br />The Washington Avenue and Monterey Boulevard intersection was identified as one of the <br />highest collision intersections during the past few years. Staff successfully secured a <br />Highway Safety Improvement Program (HSIP) grant to improve traffic safety at the <br />intersection. The traffic signal at the intersection will be upgraded with a signalized left -turn <br />for Washington Avenue traffic. <br />Safety at this intersection is further compromised by a left -turn restriction from northbound <br />Washington Avenue onto Monterey Boulevard between 7 a.m. and 9 a.m. This restriction <br />was authorized by the City Council in the 1960s to prohibit motorists from making turns from a <br />dedicated northbound left -turn lane at the Washington Avenue /Monterey Boulevard <br />intersection during the morning peak traffic hours.
