Project Overview <br />The City of San Leandro is actively developing a Broadband Strategy to guide project priorities and <br />investments. One specific project, Lit San Leandro, is underway and positioned to produce a dramatic <br />positive impact. <br />Dr. J. Patrick Kennedy, CEO and founder of <br />OSIsoft LLC, is installing a high -speed fiber optic <br />network that will support modern businesses and <br />enable the city to attract next generation <br />enterprises and jobs. <br />"A fiber network is going to determine <br />economically who succeeds and who <br />doesn't. This partnership allows Dr. Kennedy to benefit from a <br />pre- existing City infrastructure investment while the City and community benefits from his willingness to <br />make a substantial capital investment for the fiber installation. The digital network will be connected to the <br />outside world via a new vault to the BART Telecommunications fiber optic infrastructure that runs through <br />San Leandro and onto the information superhighway. <br />Modern industrial trends such as rapid prototyping, medical imaging, and 3D printing, to name a few, <br />require high -speed connectivity that is frequently unavailable in the United States. Implementation of Lit <br />San Leandro will allow the City to embark on a program of technology -led development and provide <br />support for the industries that will be driving job creation in the coming decades. <br />The City is working regionally with the cities in Alameda, Contra Costa and Solano Counties through the <br />East Bay Broadband Consortium to expand the system. The East Bay is a cradle of innovation and one of <br />the top regions nationally in attracting venture capital investments. Without a robust fiber optic network, <br />one of the nation's most important innovators could dry up. <br />Funding Request <br />To most effectively leverage the $3+ million local investment, the City of San <br />Leandro is seeking funding to expand the system beyond the limits of the current <br />conduit loop. Geographically, San Leandro has indentified options to extend the <br />system to the north in partnership with the City and Port of Oakland and south in <br />partnership with Alameda County, as well as to expand service into under - served <br />areas that are not adjacent to the fiber loop. <br />Funding can also be used to assist local businesses with the capital costs of <br />building the lateral connections needed to connect to the Lit San Leandro fiber backbone, thus increasing <br />the project ability to attract new industries and help local companies grow and expand employment. <br />Funding Opportunity: This project is consistent with the criteria for the EDA's Public Works, <br />Economic Adjustment Assistance, and GCCMIF Economic Development Assistance Programs. <br />
