Project Overview
The City of San Leandro has entered into a unique public /private partnership with Cal -Coast Development
to redevelop approximately 52 acres of bay front property and an adjacent, half- vacant 465 -berth boat
harbor. The Conceptual Master Plan for the land side development and restoration of 40 acres of San
Francisco Bay is the result of three years of work by the City, a 33- member Citizens Advisory Committee,
and the master developer (see reverse).
The Conceptual Master Plan compliments current amenities, promotes walk - ability, creates passive
recreational opportunities, and increases public access while at the same time reducing polluted runoff,
restoring open water, and enhancing aquatic habitat. The developer is responsible for the landside
development on the approximately 52 acres of land of which the City will retain ownership. The City is
responsible for restoration and redevelopment of the harbor basin, which includes removal of berths, rip -
rap and a fuel tank, and creation of a small beach, perimeter walkway and Bay habitat restoration.
Pedestrian Boardwalk/ Vista Point
Seating
Sta[;e
Beach
Marsh
High Marsh 1 Wildlife Refugia
Shoreline Cover Habitat
edestrian Boardwalk f Vista Point
Lagoon Kayak /canoe /Paddle Rentals
hlorannk
(E)
z
W.
Manna Inn (E}
F Qirnr..-
FuSnnA P.a[ (E!
Pesc a d or Po Int
Picnic E)
Mun— Po ,t
R— troomaI
swrage {E}
Harbor Basin Restoration
and Redevelopment Plan
Wes McClure
Goal. Launch Ef
Funding Request
The City is responsible for financing the redevelopment of the 40 acre harbor basin and needs access to
one -time funding in order to complete the environmental restoration. The preliminary opinion of
construction costs for the harbor basin redevelopment and restoration is approximately $13 million.
This project will result in an end of City requests for federal assistance for on -going maintenance dredging
of the federal channel. Federal funds assisted the City in dredging the two -mile channel from 1977 — 2009
(partial dredge only in 2009).
Funding Opportunity: This project is consistent with the criteria for the San Francisco Bay
Water Quality Improvement Fund offered by the US EPA Region IX.
Z-
