EXHIBIT A <br /> SCOPE OF SERVICES <br /> I. STATEMENT OF PURPOSE <br /> The Consultant, and its administrative entity, First Home, Inc., will provide the following services for the City <br /> of San Leandro: <br /> a) Sale and re -sale of units under the City's Inclusionary Housing /BMR Ownership Program <br /> (IH /BMR), including managing and monitoring of the City's IH /BMR ownership units and <br /> performance reporting. <br /> b) Administering refinancing for existing homeowners with IH /BMR and /or outstanding City first <br /> time homebuyer (FTHB) downpayment assistance loans. <br /> II. TERM AND COMMENCEMENT OF WORK <br /> The term of this agreement shall be for the period of January 1, 2012 through June 30, 2012. <br /> III. INCLUSIONARY HOUSING /BMR OWNERSHIP PROGRAM <br /> Consultant duties include assisting developers or existing homeowners with the sale or resale of <br /> their IH /BMR units, maintenance of the City wait list for IH /BMR units, marketing of these units for <br /> sale, and placement of households (with priority for those households from the City interest list) <br /> into IH /BMR units. Consultant shall also process refinance requests for existing homeowners with <br /> IH /BMR and /or outstanding City FTHB downpayment assistance loans that includes intake of the <br /> homeowners, reviewing of appropriate City required documentation and recommending to the City <br /> approval or denial of the refinance request. <br /> IV. REPORTING <br /> In addition to reporting on the progress of meeting the target goals listed above, Consultant shall submit <br /> reports every quarter to the City and shall include the following information: <br /> • Number of households on City interest list <br /> • Number of household on City interest list placed in new or re -sold inclusionary ownership <br /> housing units <br /> • Number of new or re -sold inclusionary ownership housing units for sale (by income type) <br /> • Income levels for households placed (e.g., moderate, low, very low, extremely low) <br /> • RacelEthnicity for households placed <br /> • Number of refinancing transactions completed (by address) <br /> Consulting Services Agreement between January 1, 2012 <br /> City of San Leandro and BAHBA Page 1 of 1 <br />
