IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 2012 -021 <br /> RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER THE CITY INTO A <br /> MASTER PROGRAMS FUNDING AGREEMENT WITH THE ALAMEDA COUNTY <br /> TRANSPORTATION COMMISSION (ALAMEDA CTC) FOR THE DISTRIBUTION AND <br /> RECEIPT OF MEASURE B TRANSPORTATION SALES TAX REVENUE AND VEHICLE <br /> REGISTRATION FEE REVENUE <br /> WHEREAS, voters approved the 20 -year Measure B half -cent transportation sales tax in <br /> 2000, and the Alameda County Transportation Improvement Authority (ACTIA) and the City of <br /> San Leandro entered into a funding agreement that is set to expire soon; and <br /> WHEREAS, voters approved the Vehicle Registration Fee (VRF) of $10 in 2010, which <br /> authorizes entering into an agreement with the City of San Leandro through June 30, 2022 for <br /> receipt and eligibility of funds; and <br /> WHEREAS, the Alameda County Transportation Commission (Alameda CTC) is a joint <br /> powers authority resulting from the merger of the Alameda County Congestion Management <br /> Agency and ACTIA, and is responsible for distributing to local jurisdictions the Measure B and <br /> VRF revenues for bicycle and pedestrian safety, local streets and roads, local transportation <br /> technology, mass transit, paratransit, and transit center development programs; and <br /> WHEREAS, the Alameda CTC has developed a new master programs funding agreement <br /> (MPFA) that specifies the Measure B and VRF funding distributions, Alameda CTC's <br /> responsibilities, and the City's responsibilities; and <br /> WHEREAS, Implementation Guidelines for each program are incorporated into the MPFA <br /> to guide fund eligibility and expenditures; and <br /> WHEREAS, the MPFA between the City of San Leandro and the Alameda CTC has been <br /> presented to this City Council; and <br /> WHEREAS, the City Council is familiar with the contents thereof; and <br /> WHEREAS, the City Manager has recommended approval of said agreement. <br /> NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br /> follows: <br /> 1. That the City of San Leandro and its agents shall comply with the Alameda CTC <br /> MPFA; and <br />
