funds. During FY 2012 -2013, the City will help fund operating costs for programs that provide <br />homeless services. Over the years, the City has continued to support agencies such as the San <br />Leandro Shelter for Women and Children (for homeless and victims of domestic abuse) and <br />Davis Street Family Resource Center (a vital local community social service center) to provide <br />such homeless services. The City will also continue to support services that help prevent <br />homelessness: landlord /tenant counseling, fair housing services, and the Rental Assistance <br />Program (which offers security deposit or delinquent rental payment assistance to eligible <br />households with hardship issues). The City will also support the implementation of the <br />Everyone Home Plan by providing funds for county -wide administration expenses for <br />Continuum of Care and HMIS. <br />OTHER PROGRAMS <br />To implement its housing and community development goals, the City continues to seek out <br />funding opportunities generated from federal, State, and local sources as well as public and <br />private sources. <br />HUD Section 108 Loan Guarantee Program <br />In FY 2012 -2013, the City will continue to repay the $2.5 million HUD Section 108 Loan funds <br />used to complete the construction of the City's new senior center. In accordance with the 20- <br />year repayment schedule provided by HUD, the City will repay HUD $207,535 in FY 2012- <br />2013. <br />Neighborhood Stabilization Program (NSP1) <br />Signed into law in July 30, 2008 under the Housing and Economic Recovery Act of 2008 (H.R. <br />3221), this program, was designed to help address the nation -wide foreclosure crisis by <br />providing funds for local governments to purchase vacant and foreclosed properties located <br />throughout the participating jurisdictions. The Livermore NSP1 Consortium [the City of <br />Livermore acting as the lead agency and administrator under a memorandum of understanding <br />(MOU) between all the participating cities (Livermore, San Leandro, Berkeley, Fremont and <br />Union City)] partnered with Hello Housing, formerly Hallmark Community Solutions, to expend <br />the $2,230,495 NSP1 funds it cumulatively received. The Consortium and Hello Housing <br />successfully purchased, rehabilitated, and sold to income - eligible households a total of nine (9) <br />single - family residential properties. Two (2) of these houses are located in San Leandro. <br />Neighborhood Stabilization Program Round 2 (NSP2) <br />Alameda County HCD, as lead agency for the Neighborhood Stabilization Program Round 2 <br />Consortium (including the cities of San Leandro, Dublin, Emeryville, Fremont, Hayward, <br />Livermore, Newark, Pleasanton, Union City, and the Unincorporated County), has received $11 <br />million of NSP2 funding provided under the American Recovery and Reinvestment Act of 2009. <br />Selected program contractors Hello Housing, formerly Hallmark Community Solutions, and <br />Habitat for Humanity East Bay have a total of nineteen (19) abandoned and /or foreclosed single - <br />family residential properties: four (4), including one (1) in San Leandro, have been sold to <br />income - eligible homebuyers, three (3), including one (1) in San Leandro, are currently on the <br />market for sale, and twelve (12) are undergoing rehabilitation. There is a total of 159 multi- <br />family rental units in pre - development stage.
