PURPOSE. The purpose of this Amendment is to increase the City <br />Manager's purchasing authority in an emergency without competitive bidding and without <br />Council approval to $50,000, and to add "services" to those commodities the City Council may <br />approve purchases of without competitive bidding. <br />SECTION 2 . AMENDMENT OF CODE. Title 1, Chapter 6 of the San Leandro <br />Municipal Code is hereby amended as follows: <br />1 -6 -310 EMERGENCIES. <br />Purchases of equipment, materials, supplies and services determined by the City Manager or <br />his or her designee to be necessary to respond to an emergency which threatens the public <br />health, safety or welfare may be made without competitive bidding and without Council <br />approval if such purchases are in the amount of Fifty Thousand Dollars ($50,000) or under. <br />1 -6 -315 COUNCIL DETERMINATION. <br />Purchases of equipment, materials, services and supplies determined by the Council to serve <br />the best interests of the City may be made without competitive bidding. <br />SECTION 3 . SEVERABILITY. If any section, subsection, subdivision, paragraph, <br />sentence, clause or phrase of this Ordinance, or its application to any person or circumstance, <br />is for any reason held to be invalid or unenforceable, such invalidity or unenforceability shall <br />not affect the validity or enforceability of the remaining sections, subsections, subdivisions, <br />City of San Leandro Page 1 Printed on 51112012 <br />
