SAN LEANDRO ADMINISTRATIVE CODE
TITLE 12 PUBLIC WORKS
Chapter 5 Uniform Wastewater Discharge
Regulations
In the event that City staff are unable to take samples and make tests during a billing
period, an average of the test results for the prior twelve month period shall be used to
estimate BOD and SS discharges for the billing period. The Manager shall have the
discretion of not using an unusually high measurement if it is judged to be •
unrepresentative of a user's long -term use of the wastewater system and/or can be
explained by a one -time event.
User charges shall include a demand charge and a loading charge. Demand charges
shall be based on the average day (using normal work days) for the peak month
discharge for the prior fiscal year or on an estimate of peak month parameters as
provided for in subparagraph (d) below. If a User elects to submit an estimate of this
peak month demand rather than use the prior year's peak month, the User must
demonstrate to the Manager's satisfaction that the User has or will soon implement
substantial changes in plant processes which are likely to result in substantial
reductions in the peak month discharge. Otherwise, the prior year's peak month
demand shall be used to assess demand charges for the following fiscal year. The
monthly demand charge will remain constant throughout the fiscal year except as
provided for in subparagraph (d) below and shall be obtained by multiplying the
quantity of each billing parameter (for the average day of the peak month) by the
appropriate unit cost shown below.
Demand Charge
E€feetivc Effective
Jul July 1,
1.998 2002
Parameter Billing Unit Unit -Cost Unit Cost
Flow Million Gallons Per Day (mgd) $59,120.00 $59,120.00
BOD Pounds Per Day $ 2.50 $ 2.50
SS Pounds Per Day $ 5.30 $ ' 5.30
Connection Each $ 2.60 $ 2.60
Loading charges shall be based on the total discharge volumes for the billing period.
The loading charge may vary from month to month and shall be obtained by
multiplying the quantity of each billing parameter (for the billing period) by the
appropriate unit cost shown below. If a user's BOD and SS strengths are relatively
constant, the Manager may establish a unit rate per volume of wastewater discharged
until such time that it has been determined that there has been a significant change in
the user's operation which would materially affect sewage flows and strengths.
07 -01 -02 5
