CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: June 25, 2012 <br />TO: Chris Zapata, City Manager <br />FROM: Michael Bakaldin, Public Works Director <br />SUBJECT: Residential Parking Restrictions for Street Sweeping <br />SUMMARY <br />Staff was requested at a recent City Council meeting to provide a report on parking restrictions <br />on street sweeping days. The request came after a citizen had reported that their street was not <br />well swept on Memorial Day, due to the number of cars on the street. This report is provided for <br />information purposes only. <br />BACKGROUND <br />Since the late 1990s, the City's residential streets have been swept once per month. Each street <br />segment is assigned a regularly scheduled street sweeping day, such as the third Thursday of the <br />month, so that residents know when their street will be swept. Currently, the street sweeping <br />program only observes two holidays: Christmas Day and New Years Day. The streets that are <br />missed on those two holidays are swept within three working days. <br />In 2001, the City experimented with various ways to reduce parking on fifteen street segments <br />where due to congested parking street sweepers were not able to get to the curb on the designated <br />street sweeping day. Between 2002 and 2003, ten of the fifteen street segments were <br />permanently posted no parking on the first Tuesday of the month on one side of the street and no <br />parking on the regularly scheduled sweeping day on the other side of the street. The number of <br />street segments was limited to ten for three reasons: <br />1. The capacity of the Police Department to conduct parking enforcement. <br />2. To ensure that Public Works staff could maintain its existing street sweeping schedule. <br />3. Inadequate parking alternatives for residents on several of the street segments. <br />The existing parking restrictions have proven effective at providing access to sweep the parking <br />lane and curb. Public Works staff has been able to incorporate the special sweep on the first <br />Tuesday of the month while keeping up with the rest of its monthly sweeping schedule. Police <br />staff has been able to provide regular enforcement, averaging sixty to seventy citations per <br />month. <br />
