City of San Leandro <br />Meeting Date: July 16, 2012 <br />Staff Report <br />File Number: 12 -325 Agenda Section: CONSENT CALENDAR <br />Agenda Number: 8.H. <br />TO: City Council <br />FROM: Chris Zapata <br />City Manager <br />BY: Uchenna Udemezue <br />Engineering & Transportation Director <br />FINANCE REVIEW: David Baum <br />Finance Director <br />TITLE: Staff Report for a Resolution Authorizing Approval of the Plans and <br />Specifications and Calling for Bids for the Marina Group Picnic Areas Project, <br />Project Number 150 -62 -107 <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends authorizing the City Manager to approve plans and specifications and call <br />for bids on the subject project. <br />BACKGROUND <br />On March 2, 2009, the City received a Project Grant Amount of $3,740,998 from the East Bay <br />Regional Parks District pursuant to the Measure WW Park Bond. The funds are for the <br />acquisition and development of neighborhood, community, regional parks and recreation <br />lands and facilities. The City asked citizens for their input on how they would like the money <br />spent and chose to proceed with the top ten projects. <br />The subject project received an allocation of $988,000 towards renovation of three group <br />picnic areas (the Seagull, Mallard, and Otter areas) at Marina Park. These three picnic areas <br />are over 40 years old, and their original wooden shade structures were removed several years <br />ago due to deterioration. This project will renovate each picnic area with new concrete, wind <br />screens, picnic tables, barbeque pits, serving tables, trash cans and fabric panels for shade. <br />Analysis <br />Construction of this project is scheduled to overlap with another City project to replace the <br />irrigation system at Marina Park (COSL Project No. 11- 150 -62 -111). Marina Park will be <br />closed for construction for both of these projects starting late 2012 to minimize disruption to <br />park users. To meet this schedule, staff requests that the City Manager be authorized to <br />approve plans and specifications for the project (thereby initiating bidding on the work) during <br />the month of August while the City Council is on recess.
