TO: City Council FROM: Chris Zapata City Manager <br />BY: Uchenna Udemezue Engineering & Transportation Director FINANCE REVIEW: David Baum Finance Director TITLE: Staff Report for a Resolution Approving Plans and Specifications and Authorizing <br />the Call for Bids for the Annual Sidewalk Repair Program 2012-13, Project No. 2013.0050 SUMMARY AND RECOMMENDATIONS The project provides for the removal and replacement of damaged concrete <br />sidewalks, driveway approaches, curbs and gutters, and the installation of sidewalk curb ramps throughout the city. Staff recommends approval of the plans and specifications and call <br />for bids for the subject project. BACKGROUND Property owners are required by the San Leandro Municipal Code to maintain the sidewalks along their frontage. The City completes sidewalk <br />maintenance through the Sidewalk Repair Program, described in Title 8 of the Sann Leandro Administrative Code, which provides for the repair of damaged sidewalks. When the City is <br />made aware of damaged public sidewalks, staff examines the area to determine whether repairs or replacement would be best. Minor defects to sidewalks adjacent to private residences <br />are ground or patched at no (direct) charge to property owners. Larger defects that require removal and replacement of either the sidewalks or driveway approaches are also repaired <br />under the Program, but the property owner adjacent to such a defect must reimburse the City for the full costs unless a City street tree is the cause. If a City street tree is the <br />cause, property owners are required to pay only half of the costs. In addition to the repair of sidewalks, this project will install handicap curb ramps to meet current Americans <br />with Disabilities Act (ADA) requirements. As part of the Citys ADA curb ramp transition plan, several sidewalk curb ramps are installed or improved each year. These ramps are installeed <br />adjacent to new street work and at resident requested locations. The City pays the cost for the installation of the ramps, repair of sidewalks along the frontage <br />of City facilities, and the sidewalk within curb returns. Analysis One of the ways the City has kept up with the maintenance of its aging infrastructures is by awarding yearly construction <br />contracts for the Sidewalk Repair Program. This years contract is estimated to be $400,000 and should construct about 1,200 linear feet of curb and gutter, 8,000 square feet of sidewalk, <br />85 handicap curb ramps and 35 driveway approaches. The actual quantities will be determined by the number of requests for work the City receives from residents. Applicable General <br />Plan Policies Policy No. 14.07 - Pedestrian Environment; strive to achieve a more comfortable environment for pedestrians in all areas of San Leandro. Environmental Review This project <br />is categorically exempt pursuant to subsection (c) of section 15301 of the CEQA Guiddelines. Fiscal Impacts This project is estimated to cost about $447,000, including staff time, <br />and will be funded from the approved 2012-13 CIP budget for the 2012-13 Annual Sidewalk Repair Program. NOW, THEREFORE, the City Council of the City of San Leandro doess RESOLVE as follows:1. That pursuant to Section 15301(C) of the CEQA Guidelines, <br />the project is categorically exempt from review; and 2. That the specifications, special provisions and plans for said project are hereby approved; and 3. That bids are hereby called <br />for and the City Clerk is hereby directed to publish notice thereof once in the official newspaper of the City; and 4. That said bids shall be submitted to the office of the City Clerk <br />on or before the date and time specified in the public notice, at which such specified date, time, and place said bids will be publicly opened and read; and 5.
