<br />DISTRICT 4 APPOINTMENT PROCESS September 13, 2012 1. INTERVIEWS The City Clerk will determine the order of the applicant interviews by drawing names There are six interview questions, <br />provided to the applicants in advance For fairness and consistency, all applicants will be asked the same questions Applicants will be allowed 3 minutes per response to each question <br />2. PUBLIC COMMENTS Members of the public wishing to address the Council should fill out a speaker card and submit it to the City Clerk, prior to the start of the Public Comment period <br />On the card, indicate whether o speaking in support of an applicant, and write the name of the applicant on the speaker card; or o speaking on a topic related to the appointment process <br />The amount of time allotted to each speaker will be determined based on the number of cards received. Those speaking in support of an applicant may wish to designate a spokesperson to <br />speak on behalf of their group 3. CITY COUNCIL DISCUSSION 4. BALLOTING The City Clerk will pass out ballots to the Council Each Councilmember will write the name of the applicant he <br />or she selects to be the new District 4 Councilmember on the ballot The ballots will be collected, and the votes transferred to a spreadsheet that will be displayed on the screen If <br />an applicant receives 4 or more votes in any round of balloting, move to Step 5 If no applicant receives 4 votes in the first round, any applicant receiving no votes will be removed <br />from consideration, and another round of ballots will be distributed After the second round of ballots, if an applicant still does not have 4 votes, then any applicants receiving no <br />votes or only 1 vote will be removed from consideration If necessary, a third round of ballots will be distributed If no applicant receives 4 votes after the third round of ballots, <br />then conduct a tie breaker by drawing lots 5. APPOINTMENT If an applicant receives 4 votes in a round of balloting or wins a tie breaker, a motion will be made to appoint the applicant <br />to the District 4 vacancy. Newly-appointed District 4 Councilmember is sworn in.
