San Leandro Commercial Broadband Strategy <br />15.Appendix D - Broadband Policy Benchmarks <br />Facilitation of Infrastructure Development <br />Delineates the process for ensuring fairness and competition, including transparency, CETF <br />public notice and timetables and deadlines for timely review of any required local <br />permits. <br />Promulgates procedures to streamline the approval of easement encroachment CETF <br />permits consistent with principles of fairness and competition for all providers. <br />Requires and provides a process for notification and information about all major CETF <br />infrastructure and construction projects, including transportation projects and new <br />residential subdivisions, to a shared data base so that broadband and other utility <br />providers have the opportunity to coordinate infrastructure deployment in shared <br />trenches, conduit, poles and towers, and other appurtenances. <br />Sets forth the process and procedures for incorporating broadband into all CETF <br />infrastructure projects. <br />Establishes an ongoing role for the City to play in identifying broadband needs and San Leandro <br />working proactively with businesses and service providers to meet those needs. <br />Requires conduit space within joint utility trenches for future high speed data CETF <br />transmission systems. <br />Incorporates routine placement of broadband conduit into utility undergrounding San Leandro <br />programs. <br />Requires installation of broadband conduit as a part of any suitable public works HR 1695 <br />project. <br />Identifies local public rights -of -way and public facilities that can be used for broadband CETF <br />deployment. <br />Makes the use of public assets available to all providers on a competitive basis, CETF <br />commensurate with adopted policies regarding public benefits. <br />Authorizes longer -term "evergreen" permits that provide a right to providers to enter CETF <br />specified easements to upgrade their infrastructure for an indefinite or significant <br />period of time (such as 20 years) to upgrade the broadband service consistent with <br />the adopted policies. <br />Support for Smart Infrastructure and Connected Communities <br />Accommodates high technology, broadband intensive businesses in zoning San Leandro <br />ordinances and procedures. <br />Specifies "smart building" requirements for land use and construction permits for all CETF <br />projects (public, commercial, residential, industrial). <br />16 July 2012 Tellus Venture Associates Page 61 <br />
