CITY OF SAN LEANDRO <br />DATE: September 17, 2012 <br />MEMORANDUM <br />TO: David Baum, Finance Director <br />Finance Department <br />FROM: Uche Udemezue, Director <br />Engineering and Transportat'on <br />BY: Ken Joseph, City Engineer <br />Engineering and Transportf <br />,�ofi Department <br />SUBJECT: Request for the Use of Supplemental Funding <br />Marina Park Irrigation Improvements, Project Number 11-150-62-111 <br />This memo is to request your authorization to allow the use of supplement funding for the <br />construction of the irrigation system at Marina Park. <br />Six bids were received for the project ranging in cost from $616,345.00 to $1,061,735.00. All <br />bids came in higher than the engineer's estimate and above the current level of available funding. <br />Staff has reviewed the bids and find it unlikely that rebidding the project would have any City <br />benefit. The majority of the variance between the engineer's estimate and bids were restricted to <br />a few large items and the unit prices of those items are reasonably consistent between the <br />bidders. Project timing is also a consideration as weather conditions and park usage dictates the <br />work be performed in the winter. Rebidding the project would require construction be delayed <br />until the Fall/Winter of 2013. Staff has also considered the possibility of reducing the scope of <br />the project, but as this is a complete replacement of an existing irrigation system, reducing scope <br />would leave portions of Marina Park without irrigation. <br />For these reasons the construction contract for the subject project is recommended for award to <br />the lowest bidder, Suarez & Munoz Construction, Inc., in the amount of $616,345.00. To <br />construct the project, additional funding is required. The supplemental funding sources have <br />been identified from existing appropriations in completed project accounts 122-38-314 (Dog <br />Park), and 122-38-322 (Par Course) which have available funds in the amount of $94,722 and <br />$78,500, respectively. <br />We, therefore, request the City Manager's approval for the use of funding in accounts 122-38- <br />314 and 122-38-322 in the total of $ 173,222.00 for this project. <br />Chris Zapat"ity Manager Date <br />g:\_pd\marina park irrigation improvements (ww)\4. bid & award\request for use of additional <br />accounts.docx <br />
