Public Works Services <br /> Director <br /> Section 4: This ordinance is an urgency measure and shall take effect <br /> immediately pursuant to section 1- 1- 345(b) and (d) of the San Leandro Municipal <br /> Code. The provisions of sections 1, 2 and 3 of this ordinance shall be operative July <br /> 1, 1995. The San Leandro City Charter, section 515, requires the City Council to <br /> adopt a fiscal year budget no later than June 30. The 1995 -96 Fiscal Year Budget has <br /> been adopted by the City Council based upon the assumption that the agreement <br /> referenced in section 1 hereof will be approved and operative July I, 1995. If this <br /> ordinance is not effective immediately and operative July 1, 1995, there will be <br /> insufficient funds appropriated in the Budget to pay the usual and current expenses of <br /> the City.
