IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 99 - 79 (2096) <br /> A RESOLUTION APPROVING CAPITAL IMPROVEMENT <br /> AGREEMENT WITH THE SAN LEANDRO SHELTER FOR WOMEN <br /> AND CHILDREN AUTHORIZING THE ALLOCATION OF COMMUNITY <br /> DEVELOPMENT BLOCK GRANT FUNDS AND AUTHORIZING THE CITY <br /> MANAGER TO PREPARE AND EXECUTE THE NECESSARY DOCUMENTS <br /> RECITALS <br /> WHEREAS, through provisions of the Housing and Community Development <br /> Act and amendments, the Federal Government has made block grant funding <br /> available to local communities for the national objectives set forth in the Act; and <br /> WHEREAS, the San Leandro Shelter for Women and Children plans to <br /> purchase a residential home to use as a safe house for battered women and their <br /> children; and <br /> WHEREAS, the provision of the CDBG funds for this purpose meets the <br /> national objectives set forth in the Act; and <br /> WHEREAS, the City of San Leandro will provide the San Leandro Shelter for <br /> Women and Children with $180,000 to acquire the property to be used as a safe <br /> house; and <br /> WHEREAS, the purchase of an existing residential unit will not have an effect <br /> on the environment pursuant to the National Environmental Policy Act and is <br /> categorically exempt under the California Environmental Quality Act pursuant to <br /> CEQA Guidelines Section 15301. <br /> The City Council of the City of San Leandro does RESOLVE as follows: <br /> 1. That the Loan Agreement providing for a deferred, forgivable loan of <br /> $180,000 to the San Leandro Shelter for Women and Children is hereby approved. <br /> 2. That the City Manager is hereby authorized to execute the Agreement <br /> and prepare and execute any necessary documents to implement the Agreement. <br /> 1 <br /> I <br />
