<br />San Leandro is seeking additional funding in two critical areas: Regional Collaboration to Reduce <br />Crime and Police in Schools. Current department funding is insufficient to support these programs. <br /> <br />Project Overview — Regional Collaboration to Reduce Crime <br />Add ten (10) police officers dedicated to regional crime suppression efforts beyond the borders of San Leandro <br />with the goal of crime suppression to provide the participating communities with additional personnel to support <br />their policing efforts and assist in identifying and solving local crime problems. Almost 40% of San Leandro arrests <br />are residents of Oakland and current crime trends indicate teams of traveling criminals based in San Leandro and <br />neighboring cities are responsible for significant increases in violent and property crimes. Current staffing limits our <br />ability to participate in countywide suppression, when in fact criminals traverse the county, not limiting their <br />criminal behavior to one city or jurisdiction. Additional police officers would be allocated to a newly developed <br />crime task-force, or to an existing task-force and deployed strategically to allow San Leandro to work with regional <br />partners including Oakland, Hayward, the Sheriff’s Office, and Probation/Parole to dedicate staff to the following on <br />-going operations: <br /> <br /> Joint Parole and Probation searches <br /> Saturation patrols in identified problem areas <br /> Closer coordination on identifying crime trends <br /> Increased visibility in areas where gang members congregate <br /> Added resource for the investigation and prosecution of violent crimes <br /> Support to manage prison reform/realignment in Alameda County <br /> <br />Funding <br />San Leandro is seeking funding to add ten (10) federally funded COPS positions dedicated to a variety of joint <br />regional community policing programs. These positions are critical to staffing a robust regional crime prevention <br />and suppression program. <br /> <br />Project Overview — Police in Schools <br />Add eight (8) police officers dedicated to school safety as School Resource Officers. We currently have two (2) <br />School Resources Officers (SRO) that are primarily dedicated to the San Leandro High School Campus serving <br />grades 10-12. There are 19 other schools in San Leandro which receive little to no support from the School <br />Resource Officers. In the 2011 school year, there were three instances where students brought a loaded firearm <br />in and around the high school campus. With 20 schools in San Leandro, it is impossible to cover all the campuses <br />with the existing two SROs. Additional SROs are critical to assisting with school security and safety efforts across <br />all schools, in addition to restoring educational programs in the schools, such as: <br /> <br /> Gang Resistance Education and Training Program- an evidence-based and effective gang and <br />violence prevention program built around school-based, law enforcement officer-instructed <br />classroom curricula <br /> Anti- Bullying campaign <br /> Internet safety/ educational program from parents and students <br /> Drug Abuse Resistance Education <br /> Careers in government/ policing program - early educational program and internship program to <br />prepare students for careers in government and policing <br /> <br />Funding <br />San Leandro is seeking funding to add eight (8) federally funded COPS positions dedicated to 20 public and private <br />K-12th grade schools. These positions are critical to staffing police officers in schools to support school security, <br />crime prevention and intervention. These additional positions would expand the SRO program to a <br />total of 10 positions, designating one officer per two schools. <br />San Leandro Police Department <br />Joint Public Safety Initiatives
