Despite this:
(1) I find that a dispensary in the city will attract unlawful behavior to the City of San Leandro. Given that the
police resources are already stretched, enforcement of the law would be difficult or near impossible. It
would require thousands of dollars of city revenues to cover the additional cost of investigating complaints
from residence and extra surveillance to patrol affected neighborhoods.
(2) The “medical marijuana card” procurement/access is very flawed and allows access to individuals both
adult and minors with questionable, unsubstantiated needs to use the marijuana for medicinal purposes.
Unsuspecting carriers of medical marijuana cards face hindered opportunities with federal government
entities. Given that young people face challenges finding employment in the weak economy, this effective
closes many job opportunities; thus, inflating unemployment rates.
(3) The language contained within the proposed ordinance, for example, 1000 feet proximity restrictions from
schools; clearly demonstrate undeniable risks and dangers to families.

I hope to make San Leandro an attractive city for families seeking a new residence. I also want to make San Leandro an
attractive city for new businesses as well.

Please consider my expressed opinion over the matter, and do not allow marijuana dispensaries in the city.
Sincerely,
