I love San Leandro - its
history, the local businesses, and of course, the people. In fact, my final paper for a History class at Cal was on the
history of San Leandro, an how it was touted as the "ideal suburb" back in the 1960-80s.
A lot has changed since then. Sure, demographics have -- but a lot more that that. And I'm worried. I work with
teenagers in San Leandro as volunteer work through Heritage Baptist Church on Merced Street. The majority of our
teens attend public high schools within the East Bay, with most of them being in San Leandro. To be honest, I'm
concerned with the messaging that we're sending them when we allow for a medical marijuana dispensary to be placed
in the city. We proclaim the evilness of drug abuse within the school system, and then go ahead and propose to have a
center where medical marijuana would be set-up.

I do understand the needs of those who depend on the use of medical marijuana. I sympathize with that greatly. But
having done research on this issue, I've concluded that San Leandro has no need for one, seeing that there are numerous
dispensaries in other cities nearby. Also, it's not necessarily a secret either that not 100% of the people who are
obtaining marijuana at the dispensaries are in need of it medically. The system is broken, and the effect of a dispensary
will only have a negative effect on local businesses, our young people, and the environment of San Leandro as a whole.
I'd strongly urge you to reconsider this proposal. Let's instead make sure to continue focusing on bringing more
business to the city, providing a safe environment for residents and making it a place where Bay Area residents will
want to come.
In the meantime, if there's anything I can do to give back to the city in any way, please don't hesitate to reach out.

Appreciatively,
Flora
Flora Tsang
(510) 390-1375
