<br />December 21, 2009 Section 3: Building Energy Use <br /> <br /> <br /> <br /> <br />Page 25 <br />In addition to the municipal green building policy adopted for City-owned buildings, a private <br />sector residential, commercial new construction green building ordinance may also be <br />considered. A summary of measures and actions to promote green building practices include <br />the following: <br /> Establish mandatory green building ordinance for private new construction. Require <br />new building projects to achieve a minimum point level on an appropriate green building <br />checklist, such as GreenPoint Rated, LEED or California‘s Green Building Code. There may <br />be a minimum threshold for eligibility, such as 10,000 square feet for new <br />commercial/industrial buildings. <br /> Identify and promote funding sources and other incentives to subsidize green <br />buildings. Some PG&E incentive programs, such as the California Statewide Savings by <br />Design program, may provide incentives for new construction that meet energy efficiency <br />thresholds. <br /> Encourage voluntary compliance with green building standards for existing buildings, <br />including LEED for Existing Buildings Operations and Management14 for the <br />commercial/industrial sector as well as GreenPoint Rated for Existing Homes for the <br />residential sector. Since fifty percent of the building stock that will operate in 2050 is <br />already in existence today15 , meeting San Leandro‘s GHG reduction goals will require <br />widespread upgrading and retrofitting of existing building stock towards energy efficiency. <br />Therefore, one strategy is to provide financial incentives (such as reduced fees) for buildings <br />that achieve LEED accreditation or GreenPoint Rated for Existing Homes. <br /> Educate community members and local contractors on green building practices. For <br />example, increase the number of green building events at the library, including hosting <br />events at neighborhood library branches.
