The City of San Leandro has already installed red and green LED traffic <br />signals. LED or inductive lamps are significantly more energy efficient than conventional <br />lamps and save on maintenance costs due to their longer lifetimes. Assess and leverage <br />utility incentives for energy-efficient traffic and pedestrian signals and streetlights. <br /> Complete recommended retrofits from ABAG/PG&E study. Conduct energy efficiency <br />retrofits in the buildings prioritized by ABAG Energy W atch Partnership, Fire Stations 9, 10, <br />and 11, and evaluate HVAC efficiency and conservation opportunities. Other retrofits <br />recommended by the ABAG/PG&E study have already been completed. <br /> Water Pollution Control Plant (WPCP). Continue to evaluate opportunities to purchase <br />high efficiency equipment. <br /> Conduct feasibility study of solar PV installations on City property including the <br />WPCP. Solar photovoltaic (PV) panels displace conventional electricity. The City would <br />need to start with a solar feasibility analysis for installations on city facilities. A solar power <br />purchasing agreement (PPA) could help to minimize first costs. One potential site already <br />identified is at the Water Pollution Control Plant. <br /> Install solar water heating at San Leandro indoor pools (Boy’s and Girl’s Club). <br />Thermal solar energy reduces energy needs for heating water. These upgrades can be <br />subsidized by state and PG&E rebates. <br />6.2 Goal: Reduce emissions related to City fleet operations <br />City fleet operations comprise almost 50 percent of the City‘s emissions inventory, and <br />represents one of the most difficult emissions sources to address. The City fleet encompasses <br />necessary vehicles ranging from police cars to maintenance trucks to forklifts that all serve <br />important jobs to keep the community safe, clean and attractive. <br />In 2008, the City purchased its first hybrid vehicle, a Chevy Malibu replacing a 1995 Chevy <br />Lumina. The hybrid‘s fuel efficiency, 30 mpg, compared to the Lumina‘s, 21.5 mpg, yielded a <br />savings of 172 gallons of gasoline, $705 in gasoline costs and 2 tons of CO2 annually. <br />Since the 2005 inventory of its emissions, the City has also undertaken measures to reduce its <br />emissions on the Public Works‘ heavy fleet vehicles. In order to comply with the California Air <br />Resources Board‘s Particulate Matter Retrofit Program, the City retrofitted fleet vehicles with <br />diesel particulate filters. All of the retrofit devices installed on City vehicles were ―level 3‖ PM-10
