Most of the measures <br />were included in the cost-benefit analysis. However, a few actions were included as notable <br />―low-hanging fruit‖ due to low effort and obvious opportunities to leverage existing efforts and <br />programs at least cost to the San Leandro community. <br />Building Energy Use <br />The below actions are recommended for near-term prioritization. These activities span <br />measures that generally have a high ratio of greenhouse gas emissions reductions with lower <br />costs. For example, based on San Leandro‘s very successful do-it-yourself (DIY) seismic <br />retrofit class for homeowners, the City developing home performance classes to educate City <br />residents on simple, cost-effective measures that can be taken to save energy in their home. <br />Example measures may include weather stripping, added insulation, and proper maintenance of <br />HVAC and water heater equipment in the home. <br />In order to support homeowners to implement recommended measures, a revolving loan fund is <br />included in the near-term activities to provide financial support. In order to successfully <br />implement new financing programs, the City is recommended to develop a marketing plan, <br />which may include actions such as certifying installers and providing factsheets on different <br />technology options. <br />Other education and outreach efforts are also recommended, including links to the PG&E <br />energy efficiency programs website from the City website, and providing incentive information at <br />the plan check desk. There are significant no-cost and low-cost activities that the City should <br />implement by more aggressively leveraging existing resources being provided by PG&E and the <br />State of California. <br />Summary of near-term priority actions related to building energy use: <br /> Offer home performance classes by building staff <br /> Develop a revolving loan fund for home performance audits and improvements <br /> Require "beyond compliance" for new commercial and industrial construction (e.g. by <br />10%) <br /> Encourage green building operations, e.g. LEED Existing Buildings Operations and <br />Maintenance and StopWaste.Org‘s Small Commercial Checklist
