<br />December 21, 2009 Section 8: Funding Sources <br /> <br /> <br /> <br /> <br />Page 70 <br />8.2 State Funding <br />California Solar Initiative (CSI) <br />Single-family Affordable Solar Homes (SASH) Program provides solar incentives on <br />qualifying affordable single-family housing. To qualify for a fully subsidized 1 kW system, <br />homeowners must meet the legal definition of "low-income residential housing" in Public Utilities <br />Code 2852. Eligibility is limited to owner-occupied households that received electric service <br />from the investor-owned utilities (e.g. Pacific Gas & Electric) and whose household income is at <br />or below 50 percent of the area median income (AMI). To qualify for a highly subsidized solar <br />system is determined by household income less than 80% AMI, housing stock eligibility, Federal <br />Income Tax liability, and eligibility for the California Alternative Rates for Energy (CARE) <br />Program. <br />Multifamily Affordable Solar Housing (MASH) Program provides solar incentives on <br />qualifying affordable housing multifamily dwellings. To qualify for MASH Track 1 or Track 2 <br />incentives, a property must meet the definition of ―low-income residential housing‖ per Public <br />Utilities Code 2852 and have occupancy permit for at least two years prior to applying for <br />incentives. More information about this and the SASH program can be found on the California <br />Public Utilities Commission‘s website (http://www.cpuc.ca.gov/PUC/energy/Solar/). <br />CalTrans Traffic Light Synchronization Program (TLSP) <br />CalTrans Traffic Light Synchronization Program (TLSP) provides funds for cities to improve <br />operations on local streets and roads and improve safety. San Leandro has already secured a <br />grant from CalTrans in order to retrofit traffic signals in different corridors adding up to 13 miles <br />of roads. Information about this program is available online at <br />http://www.dot.ca.gov/hq/traffops/sysmgtpl/TLSP/. <br />Energy Conservation Assistance Account Program (ECAA) <br />Projects that are not eligible for funding under the ARRA Loan Program may be eligible for <br />funding through the California Energy Commission‘s Energy Conservation Assistance Account <br />Program (ECAA), which offers loans with three percent interest to finance energy-efficiency <br />improvements.
