City of San Leandro <br />Meeting Date: March 4, 2013 <br />Staff Report <br />Agenda Section:File Number:13-070 CONSENT CALENDAR <br />Agenda Number:8.H. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Debbie Pollart <br />Acting Public Works Director <br />FINANCE REVIEW:Not Applicable <br />TITLE:Staff Report for Resolution Approving Designation of the Alameda County <br />Source Reduction and Recycling Board as the Local Task Force under State <br />Law for the Purpose of Reviewing and Commenting on County Integrated <br />Waste Management Plan Amendments <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council approve the resolution designating the Recycling <br />Board as the Local Task Force . <br />BACKGROUND <br />The Strategic Workplan adopted by the Alameda County Waste Management Authority and <br />Recycling Board (“the Boards”) directed agency staff to perform a governance review over a <br />two year time period. As a result of the review, the Boards adopted a more efficient committee <br />structure in 2011, and included a designation of the Recycling Board by the Waste <br />Management Authority as the Local Task Force (LTF). <br />Under State Law, all proposed County Integrated Waste Management Plan (CoIWMP) <br />amendments must be reviewed by the LTF , although the LTF is purely an advisory body . The <br />County Charter Amendment that created the Recycling Board (“Measure D”) encouraged the <br />Waste Management Authority to designate the Recycling Board as the LTF . The Joint Power <br />Authority for Waste Management specifies that the Waste Management Authority has the <br />authority to make appointments to the LTF subject to confirmation by the County and a <br />majority of cities in the County (by number and by population). On October 9, 2012, the <br />Executive Director, Gary Wolff, of the Alameda County Waste Management Authority and <br />Recycling Board sent a letter to the City of San Leandro requesting that the City confirm such <br />appointment. <br />Analysis <br />Page 1 City of San Leandro Printed on 2/26/2013
