<br /> <br />________________________________________________________________________ <br />October 9, 2012 <br /> <br />TO: Waste Management Authority (WMA) City and County Member Agencies <br />FROM: Gary Wolff, Executive Director <br />SUBJECT: Request to approve Designation of the Recycling Board as the Local Task Force <br /> <br />The Strategic Workplan adopted by the Boards in 2010 directed staff to perform a governance review <br />over a two year time period. As a result of that review, the Boards adopted a more efficient committee <br />structure in May and June 2011. That structure included having the Recycling Board members also <br />serve as members of a Planning and Organization Committee of the WMA, in a combined meeting <br />with their regular monthly meeting. <br /> <br />But it also included a designation of the Recycling Board (RB) by the WMA as the Local Task Force <br />(LTF) under state law. Under state law, all proposed County Integrated Waste Management Plan <br />(CoIWMP) amendments must be reviewed by the LTF, although the LTF is purely an advisory body. <br />The County Charter Amendment that created the Recycling Board ("Measure D") encouraged the <br />WMA to designate the RB as the LTF. <br /> <br />The Joint Power Authority (JPA) for Waste Management specifies that the WMA has the authority to <br />make appointments to the LTF on an interim basis, subject to confirmation by the County and a <br />majority of the Cities containing a majority of the population in the County. This means that the <br />County and at least 8 of 14 Cities in the County must confirm the appointment of the RB as the LTF. <br />(If that approval does not occur, the WMA may make other interim appointments, again subject to <br />approval in this fashion.)
