Long-Term Advances, continued <br /> <br />The City Council authorized loan to the General Fund from the Water Pollution Control Plant for the partial payment <br />of the Public Safety Side Fund Obligation. The $6,000,000 loan was to pay-down the CalPERS Public Safety Side <br />Fund with a long term adjustable rate of 4% or less annually for 13 years. <br /> <br />C. Due from Successor Agency <br /> <br />The City Council authorized various loans to the form Redevelopment Agency of the City of San Leandro for <br />operating and capital improvement purposes. The terms of the loans are indefinite. Interest accrues annually at the rate <br />of 6%. The balance as of June 30, 2012, was $2,040,768. With the dissolution of the Redevelopment Agency as <br />discussed in Note 18, a Successor Agency assumed the long term debt and loan of the Redevelopment Agency as of <br />February 1, 2012, including the all debts which were reported as an Extraordinary Item in the Statement of Activities. <br />For details of each Bond and loan, see Note 18. <br /> <br />D.
