City of San Leandro <br />Meeting Date: March 18, 2013 <br />Staff Report <br />Agenda Section:File Number:13-085 CONSENT CALENDAR <br />Agenda Number:8.J. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Uchenna Udemezue <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Awarding a Construction Contract to <br />Intermountain Slurry Seal, Inc. for the Asphalt Rubber Street Sealing 2012-13 <br />Project, Project No. 2013.0071 <br />SUMMARY AND RECOMMENDATIONS <br />This contract provides for the application of preventive maintenance treatments on various <br />streets in the 2012 and 2013 Asphalt Maintenance Areas . <br />Staff recommends award of the construction contract to the lowest responsible bidder , <br />Intermountain Slurry Seal, Inc., in the amount of $1,156,670.90 for the subject work. <br />BACKGROUND <br />Street sealing is a maintenance activity that can prolong the useful life of streets that are not <br />significantly deteriorated. The City’s annual street sealing projects typically are located in one <br />of the City’s four Asphalt Maintenance Areas . This contract will cover two Maintenance Areas <br />because it is a combination of work from both fiscal years 2011-12 and 2012-13. These <br />projects are combined because the bids received for the Annual Street Sealing 2011 -12 <br />project exceeded the engineer’s estimated cost by 40% and the City Council subsequently <br />rejected the bids at staff’s recommendation . <br />The 2011-12 and 2012-13 Annual Street Sealing projects will be constructed via two <br />contracts. This bid and contract is for street segments that are scheduled to receive an <br />application of asphalt rubber cape seal in combination with other street sealing treatments. <br />Asphalt rubber cape seal is a specialty item that is performed by few contractors in the area. <br />To maximize the number of potential bidders on the other portions of the work , the asphalt <br />rubber cape seal work was bid independently. <br />A separate contract was bid for construction by traditional street sealing methods such as <br />slurry seal, micro-surfacing, and scrub seal.
