City of San Leandro <br />Meeting Date: April 1, 2013 <br />Staff Report <br />Agenda Section:File Number:13-128 PRESENTATIONS/ <br />RECOGNITIONS <br />Agenda Number:2.E. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Cynthia Battenberg <br />Community Development Director <br />FINANCE REVIEW:Not Applicable <br />TITLE:Update on Downtown San Leandro Community Benefit District Initiative <br />Including Review of the District Management Plan and Recommendation that <br />the City Council Approve a Motion Authorizing the City Manager to Sign a <br />Petition to Establish the Downtown San Leandro Community Benefit District <br />(the intent of the City signing the petition is to support the CBD and facilitate <br />the process of moving to the balloting phase of the district establishment) <br />SUMMARY AND RECOMMENDATIONS <br />City staff and New City America have been working with the Downtown Association and a <br />Downtown San Leandro Community Benefit District (CBD) Property Owner Steering <br />Committee since July of 2012 to determine the type of services and level of support for a <br />CBD. Based on the multitude of benefits to be realized by property and business owners as <br />well as residents, staff recommends that the City Council make a motion authorizing the City <br />Manager to sign a petition to establish the Downtown CBD. The City owns significant property <br />within the CBD and, like other property owners in the District, will pay an assessment based <br />on the benefits received. Signing the petition will expedite the process and enable the 30% <br />threshold of required signatures to be met in a timely fashion. Once the petition threshold is <br />reached, a resolution of intent will be brought to the City Council for adoption. Following <br />adoption of the resolution of intent, ballots are scheduled to be mailed to all property owners <br />and due to be returned to the City by 7pm on July 15, 2013 for a public hearing. <br />BACKGROUND <br />The City of San Leandro, through the former Redevelopment Agency , made significant capital <br />investments downtown and funded on-going services above and beyond basic City services. <br />These enhanced services included marketing and event support, maintenance, security, and <br />financial assistance to businesses for façade improvements. The loss of redevelopment has <br />impacted the City’s ability to continue to fund enhanced services downtown . In July 2012, the <br />City retained New City America, Inc. to assist property and business owners in the <br />Page 1 City of San Leandro Printed on 3/26/2013
