The Project must comply with all <br />applicable building code and other development requirements. There is <br />no substantial evidence, e.g., studies, opinions based on fact from a <br />qualified expert on turbine systems to support the Association <br />speculations on this subject. <br />D. The revised Mitigated Negative Declaration has been completed in <br />compliance with CEQA and the CEQA Guidelines. <br />E. The revised Mitigated Negative Declaration is complete and adequate and <br />reflects the City's independent judgment and analysis as to the environmental <br />effects of the Halus Wind Turbine Project. <br />BE IT FURTHER RESOLVED that based on the above findings, the Board of <br />Zoning Adjustments adopts the following: <br />A. Mitigated Negative Declaration. The Board of Zoning Adjustments hereby <br />adopts the revised Mitigated Negative Declaration for the Halus project, <br />consisting of the Initial Study/Mitigated Negative Declaration dated October 11, <br />2013, and the Responses to Comments dated January 29, 2013, which <br />documents are attached as Exhibits A and B and incorporated herein by <br />reference. <br />B. Mitigation Monitoring Program.
