City of San Leandro <br />Meeting Date: March 25, 2013 <br />Staff Report <br />Agenda Section: File Number: 13-160 <br />Agenda Number: <br />TO: City Council <br />FROM: Chris Zapata <br />City Manager <br />BY: Sandra Spagnoli <br />Chief of Police <br />FINANCE REVIEW: David Baum <br />Finance Director <br />TITLE: Staff Report for Approval of a Resolution Offering a $10,000 Reward for the <br />Apprehension of the Individual(s) Involved in the Attempted Robbery/ Homicide <br />on March 22, 2013 <br />RECOMMENDATIONS <br />It is recommended that the City Council approve the resolution authorizing a reward of $10,000 for <br />information leading to the apprehension of individual(s) involved in the attempted robbery/ <br />homicide on March 22, 2013 in San Leandro. <br /> <br />BACKGROUND <br /> <br />Analysis <br />On March 22, 2013, a homicide occurred in the Heron Bay Community. Just after 9:00pm, a family <br />arriving home was confronted in their driveway by an armed male. It is suspected the motive for <br />this confrontation was robbery. During the robbery, the victim alerted family members and the <br />victim ’s son came to her aid. The victim ’s son, 33 years old, was senselessly shot at least one <br />time in the chest and succumbed to his injuries. <br /> <br />Rewards in these types of cases have proven to be successful. This senseless murder cannot be <br />tolerated in a civilized society. In order to assist the San Leandro Police Department in the <br />successful resolution of this case, I am recommending a reward of $10,000 for information leading <br />to the apprehension of individual(s) who committed the crime. <br /> <br />Fiscal Impacts <br />The proposed reward of $10,000 will be funded through the current Fiscal Year 2012-13 budget <br />appropriation. <br /> <br />Budget Authority <br />The Finance Director has confirmed that sufficient funds are available in the aforementioned <br />account for the recommended action. <br />Page 1 City of San Leandro Printed on 3/25/2013
