City of San Leandro <br />Meeting Date: April 15, 2013 <br />Staff Report <br />Agenda Section:File Number:13-147 CONSENT CALENDAR <br />Agenda Number:8.E. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Uchenna Udemezue <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Authorizing the City Manager to File an <br />Application for OneBayArea Grant Funding Through the Metropolitan <br />Transportation Commission for the San Leandro Boulevard Reconstruction <br />Project, Committing any Necessary Matching Funds, and Stating the <br />Assurance to Complete the Project <br />SUMMARY AND RECOMMENDATIONS <br />It is recommended that the City Council authorize the City Manager to file an application with <br />the Metropolitan Transportation Commission (MTC) for OneBayArea (OBAG) Local Streets <br />and Roads (LSR) funding. This grant will partially fund the reconstruction of San Leandro <br />Boulevard from Williams Street to Hudson Lane as part of the San Leandro Boulevard <br />Reconstruction project. <br />BACKGROUND <br />The OBAG program is part of the MTC’s Cycle 2 Federal Surface Transportation Program <br />(STP) and Congestion Mitigation and Air Quality (CMAQ) federal funding sources for fiscal <br />year 2012-13 through 2015-16. The OBAG program supports California’s climate law , SB <br />375, which requires a Sustainable Communities Strategy to integrate land use and <br />transportation to reduce the production of greenhouse gases. <br />Under OBAG, the Alameda County Transportation Commission (Alameda CTC) will program <br />approximately $15.2 million of STP funds for eligible LSR projects . The target share of OBAG <br />LSR funding for San Leandro is $804,507, based on the City’s population and housing data . <br />This grant requires an 11.47% local funding match in the amount of $104,232.41. <br />The City is required to submit a Resolution of Local Support by June 30, 2013 to receive <br />OBAG funding. <br />Analysis <br />Page 1 City of San Leandro Printed on 4/9/2013
