The income <br />structure of the City is fairly diverse, with few low-income census tract areas. Potential <br />sites that could possibly accommodate affordable housing and homeless facilities are <br />identified in the City’s Housing Element. The three (3) Redevelopment Project Areas <br />within San Leandro are as follows, but their existence is in question due to the State’s <br />elimination of redevelopment agencies: the Plaza, the Joint Area, and the West San <br />Leandro-MacArthur Boulevard.
