City of San Leandro <br />Meeting Date: May 6, 2013 <br />Resolution - Council <br />Agenda Section:File Number:13-102 PUBLIC HEARINGS – CITY <br />COUNCIL <br />Agenda Number: <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Cynthia Battenberg <br />Community Development Director <br />FINANCE REVIEW:Not Applicable <br />TITLE:ADOPT: Resolution Approving the City of San Leandro U.S. Department of <br />Housing and Urban Development (HUD) Final FY 2013-2014 Annual Action <br />Plan (implements the Housing and Community Development Strategies of the <br />FY 2010-2014 Consolidated Plan and authorizes the execution of all related <br />documents by the City Manager and submission of the Action Plan to HUD) <br />WHEREAS, through provisions of the Housing and Community Development Act and <br />the National Affordable Housing Act, the federal government has made block grant funding <br />available to local communities for housing and community development activities; and <br />WHEREAS, the City of San Leandro adopted, by Resolution No. 2010-038 on April 19, <br />2010, the FY 2010-2014 Consolidated Plan to implement the goals identified in the Acts; and <br />WHEREAS, an Annual Action Plan (referred to hereinafter as “the Plan”) has been <br />prepared reflecting the activities that the City proposes to fund and implement during FY <br />2013-2014, and a copy of which is attached hereto; and <br />WHEREAS, the U.S. Department of Housing and Urban Development (HUD) has not <br />yet officially provided the City of San Leandro with its CDBG entitlement grant amount for FY <br />2013-2014, but per the HUD staff guidance and direction, the City has budgeted a projected <br />five percent (5%) reduction to the City’s FY 2012-2013 CDBG funding level for the FY <br />2013-2014 entitlement grant; and <br />WHEREAS, the City of San Leandro has held two public hearings, solicited public <br />comment for thirty days by publishing a summary of the Plans in the newspaper and by <br />providing the Plan at City Hall, in the City Clerk’s office and Community Development <br />Department, in the Main Library, and on the City's website; and <br />WHEREAS, all public comments received, if any, were considered in the contents of <br />Page 1 City of San Leandro Printed on 4/30/2013
