23 City of San Leandro | Economic Development Initiatives and Work Plan | May 2013 <br /> <br />Successful conclusion of this activity will result in the following: <br />• An amended License Agreement between the City and SL Dark Fiber. These changes will <br />include: (1) addition of the new 7.5 mile fiber optic expansion, and (2) requirements for <br />development of a Memorandum of Understanding (MOU) between LSL and the City. <br />• Development and execution of an MOU between LSL and the City of San Leandro that <br />specifically (1) identifies the roles of each partner in developing LSL as an effective tool <br />for business attraction, retention and expansion; and (2) identifies the required <br />elements of “Standard Operating Procedures Manual.” <br />• Development and execution of a Standard Operating Procedures Manual: this manual <br />will differentiate and codify the various responsibilities of City staff (CIO, Public Works, <br />Engineering, IT) and LSL staff in constructing and operating the network, including any <br />financial responsibilities. <br /> Accomplishments To-Date: <br />1. Hiring of Chief Innovation Officer, Deborah Acosta: February 4, 2013 <br /> <br />4. Active partnership between CIO and Westgate property owners to convert branding and <br />marketing of property from an industrial center to a tech center (announcement <br />pending). <br />
